You’ve got it backwards. urban communities that “revitalize” empty spaces inevitably attract residents from outside. Which means that if you want to avoid the primary damage of gentrification, which is increased housing prices, you have to dramatically expanding housing supply.

You don’t aspire to specific policy results given with a deadline. Those are things you try to do by the deadline.
