Its kinda like how Metro 2033 got a remaster when metro last light came out. Bethesda updated the engine for Fallout 4, so they are just porting over a few easy techs.

I think the worst offense the committed was parity. They said they cut stuff for stability, but when most of the graphical bits were found still in the code and reactivated for the PC, it actually solved issues for a lot of people, me included.
