I'm pretty sure he fired in the air just to attract more walkers once they brought down their barriers. and that was really the point of the whole 'fight', to create enough havoc that the prison can no longer be considered safe.

Season 1 Lisa would have never fallen for this crap. Speaking of which, does she just hang around the house with crap ton of make-up on at all times now?  I mean i know they're trying to make Grant look better but dial it back a notch.

even if Julia is one of the woodbury women, the sentence still wouldn't have made sense since the governor hasn't spoken to any female except Andrea throughout the episode as far as i remember.
