Foreshadowing is not the same as character development. There was plenty of foreshadowing for Mad Queen Dany, but there was also plenty to suggest she would become a fair ruler.
It’s a Medieval society. People get their heads chopped off for breaking oaths. In the very first episode, Ned executed a Night’s Watch deserter who committed no crime other than run from the White Walkers.

Now that King’s Landing has magically merged with Qarth, I predict that Dany will be reinforced by Daario and his mercenary army. But Cersei will recruit Arya to assassinate Jon because Arya kind of forgot that they’re related.
