It's the difference between trying to render this world uninhabitable to hostile aliens who want to kill everyone and have the option to just leave, and murdering peaceful aliens who want nothing more than to have a safe place to live. That's a pretty big difference.
Which by the way is probably why violent crime rates spiked in cities in the 80s and 90s, and have gone way way down ever since — people stopped being brain-damaged in cities from leaded gas emissions. Now urban violent crime rates are about what they are in the country.

I can't imagine any other Doctor pulling this episode off. Not just as a matter of the Doctor's character (it helps to have an old weary Doctor), but a lesser actor than Peter Capaldi could not have done this script justice.
