Most new cars can receive OTA updates and most have an auto start that is app based...they can turn the cars off now, already.

Having your license revoked in your home state means you wouldn’t have a license with which to drive in others. Many states also share registries for offenders as a reason to enforce not allowing a person to get a license a state over.
