As several people pointed out in the original posts, it is not (or should not be) the purpose of these policies to punish the harassers. It it to protect the con-goers. If someone is "cluelessly" or "unknowingly" repeatedly harassing someone, that person is still being harassed, and the concomm and con security needs

This ignores the fact that often people SHARE these drinks at the movies. You might have one 40oz drink between 2-3 people. Now, each of those people will have to buy one each, costing them more money. It's not like the movies are exactly cheap to begin with.
