Yeah, I remember that too, but it just seemed silly. The only ones that really seemed to fit that concept were Hive (who was the first Inhuman, made intentionally to command the others) & Lash (who could resist Hive).

I'm pretty sure Inhuman powers are predetermined, especially since Framework-HYDRA says they now have a method of testing which powers Inhumans would get without actually activating them.
