Because those people would've been right next to him, so they'd feel any "Kilgrave is unconscious" effect immediately. The neighbor lady had no way to perceive that.
Over a year later: The Inhumans will be a TV series instead, but early leaked photos appear to reveal Chloe Bennett, so it will tie-in with AoS at least a little bit. Infinity War is currently filming; everyone has been pretty evasive about a Defender or AoS cameo, except for Anthony Mackie, who said it can't happen…
Just read synopses of the first few episodes, & start watching from "The Well" or "The Bridge".
At the point in the timeline when JJ is set, SHIELD consists of just 2 small divisions, each operating underground (one not even knowing the other exists) & barely getting by.
Anyone nearby him (in a radius that increases after his enhanced treatment) breathes in the virus & is susceptible to him at that point. Getting a command then triggers the symptom of compliance. Put it together with the series title each time, & it forms a complete phrase: "Jessica Jones, AKA Ladies Night", "Jessica Jones, AKA You're a Winner!", et cet.
It's hereditary in the comics.
Somebody dealing with a very sudden, very traumatic situation, so he can't quite put his words together correctly.
Sava overdoes it, but I'm not sure in this case if it's his usual overdoing-it style or if he was subtly spoiling future episodes.
