They announced these before DI3 came out. Also Darth Maul was left out as they couldn’t get the effect to work with two light sabres apparently. So no Ashoka either.

Apparently, according to the Producer for Disney Infinity, they couldn't get the technology to work on characters with two sabres, so Ashoka and Darth Maul were left out.
