When you start a game, it's pre-prod, it's usually very small teams, even for AAA titles nowadays, this people are usually the game director, the articstic director, the gameplay director etc. 10 people for pre-prod isn't scarry, its normal stuff......when you have a team behind you finishing your last game and ready

Maybe at the start. The whole terrain was put together by hand (unlike, say, Oblivion, which was to a degree procedurally generated), which apparently took 143,000 man hours to put together. Bit of a feat for 6 people.
