There are people that qualify for both Medicaid and Medicare. They are called Medi-Medi participants. They are old enough (59.5 years +) but still lack resources so they are also on Medicaid.

And you still have to pay premiums for MediCARE. Sure, the premiums are lower than private insurance, but it’s still not free. Often it gets paid directly from Social Security benefits.

Medicaid (as I learned when I made the same point you did once upon a time) also covers elders who are in assisted living. Presumably, we do not want elders with dementia to have to work to get their nursing home care, but I don’t know if Trump knows/cares.
