There are other drugs - including cough syrup - that can result in you testing positive for PCP. Not saying this kid didn’t actually take PCP, but given how they’ve handled everything else with this case, I think

Because the police erased security camera footage of the execution from a nearby Burger King, and lied about nearly every aspect of the encounter?

Because it took them 13 months to even bring charges, largely because the department was trying to bury the case, including trying to get this video sealed away from public view.
