Ahh, only one union per "bargaining unit" - not "workforce" - allowed, per U.S. law. Other countries do not have this restriction in their labor laws.

To be precise, Volkswagen fought for worker's representation, not unionization. They wanted workers' councils in the factory place and such, but by America's unique twist on labor laws, such councils could not happen without unions, and by a solitary union too - multiple unions in a workforce are illegal in America,
