Honestly, I think it's because we have atrociously slow internet. On a good day (and I mean GOOD), I've been able to get 2Mb downstream.

While I agree that it makes my shitty work computer load pages more slowly, it's better than not having the GIFs since I cannot watch videos. Seriously. I have no idea what it is, but even when on one of the lowest settings, videos will play for 3 seconds and then ERROR.
