Yeah, that seems like a really round-about way of avoiding really useful NFC technology. My Nexus 4 has the "Android Beam' feature where I can just open an image, or a contact or something, press and hold it, and then touch it to another android phone to send to file over NFC. It works pretty well.

How could you possibly use a network application to turn ON a phone that is OFF? Doesn't it need to be on in the first place to receive the "TURN ON" command over the network?

That really wouldn't be that useful a feature. All a thief would need to do to circumvent that would be to throw the phone into a Faraday cage (think backpack lined with tin foil) and it's effectively disconnected from the network.

Agreed; this is the 3rd time in as many years that I am looking for a new job not because congress cut my funding completely; but because until they actually pass a budget we don't get paid. Get your facts straight. This is absolutely a reduction that has resulted in a good many people in my field (NASA Education/Public Outreach) losing their jobs and having to find new careers. I know this because I am one of them.
