I always assumed 2 seconds under normal conditions, not that I always follow it, I’m just saying that the guy was able to safely stop literally means his following distance was safe. There’s so many factors that affect it though, that 2 seconds could be easily shortened as proved in the video.
I disagree about the safe distance bit. That the cop slammed on their brakes and came to a complete stop, while the trailing car was also able to come to a complete stop and completely avoid contact, that is by definition a safe following distance.
