Apparently, it's inherent to the drive system. They pushed the torque down below 60mph - at higher RPMs, it dies off rather quickly. I suspect supporting that sort of force as speed increases - especially given the lack of gearbox - would have required more than the car's power electronics or cooling could cope with.
