Partially because the Chinese government has a hand in most major corporations in China, they’re not completely independent like US companies are from the US government. 

Possibly because Chinese companies are often controlled by the government to commit state sponsored IP theft and then protect them with state resources. It’s a systemic issue there so it doesn’t make sense to think of the thousands of Chinese companies as lone perpetrators.
