The entire Bolt Saga is very unfortunate. I for one had already planned on picking up a three to five year-old used Bolt EUV for a daily commuter, given how rapidly they will likely depreciate. The point of a learners permit is to allow for the education of hundreds of thousands of human beings, as opposed to a single piece of software. So if by learners permit you mean with some sort of professional tester (which we do already) then yes. If you mean anyone with a valid drivers license, then no.

If you are seriously considering buying a new car, call around the different dealerships and look for the best offer. They will invariably try to play stupid games with you, but if you are willing to ship the car you can probably find a good deal.

Put winter performance tires on it and you are good to go- that’s what I did with my 2016.
