DeAngelo never submitted his own DNA.  

Very different.  Familial DNA was used to identify DeAngelo, and then that DNA profile was matched to evidence from murder scenes.  He did not submit DNA from a crime he was a victim of, only to have that DNA tie him to a crime he committed.
