Since it’s right-hand drive, you need to put a fake steering wheel on the left, then cruise around with a dog / small child / ornamental shrub in the left front seat and freak everyone the hell out.

Yep. No one is under any obligation to know the history or purpose of any given motorcycle rally, parade, city fair/festival/whatever. There are likely lots of people who decided to go to DC for the holiday weekend at some point and wondered why there were so many bikers as well. Even if they do know, many don’t care.
He pretended to be a badass biker when he was a decrepit old man. It’s the dissonance between what he was trying to be and what he actually was that is the problem. I don’t have a problem with goth kids, mustaches, or Civics. Teenagers are going to try out identities, adults want to be fashionable, some people love…
