    This whole thing reminds me of Geraldo Rivera's Al Capone's vault disappointment.

    On most "residential" roads (like the one she looked to be driving on) the highest speed limit I've ever seen was 50 mph. If she was going 60, then she was over the speed limit.

    So, if all the traffic is moving at 70 mph and you have ONE asshole driving at 90, riding up on your ass, are you saying that all traffic now must move over for the asshole? Or should that asshole actually observe the speed limit of 70 mph and slow the fuck down?
