I had a similar issue with the Storm Call shout. I'd forgotten that I had set it as my shout and then pressed R2 accidentally in the middle of Whiterum's commerce square. Everybody within twenty feet died instantly. Quests were failed. Any guards still alive were angry and attacking. Other town folk were clearly not…
