I've said previously and I stick by it, that a 23-episode season could have worked fine if they merged Seasons 2 and 3 into one long arc about Barry learning the lesson of not messing with the past (Zoom) or the future (Savitar).

The problem is that they seem to have simultaneously set up that Savitar was a pre-Flashpoint villain (who was already stuck in the time force, and got the idea for using Wally to escape from Flashpoint, and only kills Iris post-Flashpoint), but by throwing in Emo Barry's "Savitar kills the time remnants - mostly"…
So I guess the question would be, what's the story with Savitar in the timeline where Barry doesn't kill Iris (at least not by the 2024 headline)? The killing Iris stuff is purely a function of Savitar getting the idea of using Wally to break free of the speed force post-Flashpoint.
At this point, who know's what's been misdirection set up by Barrytar and what's real. We'll have to wait and see.
