In "Aletheia," the Machine told Control, "I protect you." Echoed pretty directly in this episode, when the Senator asked Control, "Who protects you?" In other words, I don't think Control is panicked so much as slightly uncomfortable with, but ultimately resigned to, trusting that the Machine will find a way.
