It’s understandable that Henneke and others disapproved of Devlin’s sudden incompetence, but it seems strange that they’d be outright hostile to his decision to let young people charged with crimes off the hook. After all—it’s their mission to reduce youth incarceration.

It’s possible but really hard in a car since everything is so light and the revs change quickly. Try it at really low RPM, should be easier. Trucks do this all the time since the revs are lower and things are heavier, the gears spend more time at the “sweet spot”. Couple that with no synchromesh makes it easy.
And place all the wear and tear on the transmission. Better to replace a thousand dollar plus item then hundred dollar items.
Then you should kill him and eat his heart.... to gain his driving courage.... his rich, tasty driving courage.
A high school friend of mine was convinced that you should only slow down by downshifting, reserving the brake solely for emergencies (in order to save wear & tear on the brakes).
I wish I had a snarky story here... but my dad taught me, and the man was a driving deity. Drove amazingly, pulled out of situations that would have gotten me killed had I been driving (a semi jack-knifing in front of him in a snow storm comes to mind), and gave good advice.
