You make a good point, and if Rivian really did “count on this law” then they weren’t using smart tactics or using bad assumptions. However, they are still going to argue that point as far as why it should be kept.

As a taxpayer, I don’t particularly care. I was adding clarity to why Rivian is going to push-back. It didn’t seem like a lot of people understood. Whether you agree/care is up to you.

For everyone bashing on Rivian for complaining here: They would get this tax benefit for their consumers as things are now. The new legislation would remove the benefit for them going forward. They’ve counted on this benefit as a part of their model/success/etc...
