How about grinders on each toilet?  I’m sure a puree would flow much better than a solid.

They should collect a “security deposit” before people can attend. Behave and you get your deposit back after the event (or roll it over for the next month's event).  People won't be anonymous and there will be financial penalties for breaking the rules.
