Conservation officers in my state have a 4 year degree requirement and have completed in excess of a master’s degree worth of training by the time they are full-fledged COs.

Sooo, paying them more to do a job they’re unwilling to do at a level that even approaches something that might look like adequacy/competence, wouldn’t work for all the reasons previously mentioned, especially once they decide that the new salary isn’t enough either (given their “new found” competence).

They’ll need to raise the maximum standards too. Score too high on an IQ test? They can and have kept people out of the force for that.

A couple more things would go a long way to getting better police. the “Police bill of rights” that most states have some variation of that effectively holds police to a lower standard the your average citizen, and makes it nearly impossible to fire a bad cop, needs to go the fuck away.
