For the "white bumps" try lotion with colloidal oatmeal. I swear lotion with colloidal oatmeal gets rid of anything weird or bumpy on your skin. I get tiny hard bumps on the back of my arms and use it.

I see a dermatologist once a year and I think it's close to free if not totally free with my health insurance. Go in for a skin check and it's considered preventative I believe. If you don't have health insurance and you go in self pay, you'd probably get a good discount.
