Probably forbidden west as in Aloys tribe forbids travel past a certain western point. And the game is about Aloy leaving her tribe and life behind.

We won’t know how far west we can go. It's also a possibility the ocean may not be what we know it as due to the zero dawn project and farrow robots. I am guessing forbidden west as in the tribes that Aloy is familiar have banned travel over western mountains or something like that.
