You're confusing philosophical personhood and legal personhood. They're not the same thing.

Sort of. We don't allow children to go and do whatever we want, but we also have laws preventing them from being imprisoned. You cannot legally lock a child in a room 24 hours a day, for example. We also grant them a fair bit of bodily autonomy - you cannot intentionally cause harm to the health or life of a child,

Neither can infants, though, and they're still legally people. Legal personhood isn't a single binary category, but rather a continuum of rights and responsibilities, with some categories of person having more and others less.
