Sort of. We don't allow children to go and do whatever we want, but we also have laws preventing them from being imprisoned. You cannot legally lock a child in a room 24 hours a day, for example. Neither can infants, though, and they're still legally people. Legal personhood isn't a single binary category, but rather a continuum of rights and responsibilities, with some categories of person having more and others less.
