I wonder if there are structural concerns with those footbridges?  Maybe the thinking is that way too many people will congregate up there to watch the race, raising the likelihood of collapse.  They probably have to keep the bridges open for pedestrians, so this might have seemed like a reasonable solution.

Protesting is legal but there’s lots of things done here that were not legal. So I think the argument is that this protest turned criminal and the city wants to sell the tools that were used to commit the crimes, in this case trucks, to recuperate the costs.
