I initially thought Strucker had just never killed anyone before (beaten someone to a bloody pulp, but not killed), but now I am seriously doubting that was why he looked so freaked.

I don’t think he teleports. I think he can change the structure of matter maybe (or atomize it or something). When he leaves a scene he walks through holes he blows through walls. He does change shape, but after the truck attack he changes into a man (or it looked male to me).
