I’ve no doubt he meant what he said, but what he said wasn’t an apology for what Blizzard actually did wrong. What Blizzard did was suppress pro-democratic speech in order to exert the political will of an oppressive authoritarian regime because they value Chinese money more than American ideals.

It’s not a good apology, because nowhere does he apologize for, or even acknowledge, what they actually did wrong: punished a kid for expressing democratic ideals so as to protect their relationship with an oppressive authoritarian regime in order to maintain access to that regime’s lucrative foreign market.
Chinese money. Access to the Chinese market. That’s the reason. Blizzard values their money more than democratic ideals.
