Standing water, not flowing water. At that location it freezes in place anything that happens. Also the high alkalinity of the soil from dissolved minerals makes it particular resistant to settling. Think Mono Lake and the Tufas.
Just FYI, they also dig huge ditches for Burning man to run utilities annually. They also go in to remove the ditches and back fill them at the end of every event. Then BLM inspects and has the ditch crew fix anything that doesn’t meet expectations.
