The age doesn't matter. The point is, you can be in a club and still be under the legal age for drinking. "18 to enter..." is, I thought, just a fairly common phrase.

It's illegal to sell cigarettes to anyone under 18. And thats only because the federal government won't give money to states who make the selling age lower.
