I would agree with you that this Punisher is not as badass as the one in the ‘Punisher: Max’ series, though I can still follow the progression of Frank in this one.

the thing about the Punisher is that because of his experiences in the war and because of what happened to his family he doesn’t really deal in half measures and he doesn’t really trust in justice from the system.

having only watched this episode, you don’t really need to know much about the other TV shows to know what is going on besides what happened with Frank in Daredevil S2.
