I haven’t seen anything but normal pokeballs will they spawn when I’m a higher level at the stops?

Nevermind the cyclist who was breaking the law. Yes the driver is an asshat animal who deserves what he gets, but the cyclist got something they didn’t deserve because they didn’t follow the law.
