Failing the road test is pretty common in Germany. Some people say they let you fail because it's practically a money making machine. They will pick on you because you didn't check your blind spot long enough (turning your head .5 secs instead of 1.5...) and that's it.

That's not very convincing indeed. How do you prove that you had three years of driving with a family member? In Germany you can have theoretical + 20h with an instructor + practical test at the age of 17. And afterwards (!) you can drive with a family member until you reach the age of 18.
