The FCC has the authority to regulate only broadcasters using the publicly owned and government controlled over-the-air spectrum.

I can’t remember which one it was, but when I lived in Dallas one of the local breweries donated some of their grain to a volunteer who made doggie treats for local animal shelters.  That always seemed cool to me. :)
