That feels too long to me. I’d think that a really significant deterioration in mental and physical capabilities could happen well inside that window. Maybe 3 isn’t long enough (I honestly just pulled it out of my ass a “what about this” number) but 15 really seems to long.

That is exactly what they are up to. The cop here is black, so they’re not trying to “save” him. This is 100% an attempt by the police department to “share the blame” in the eventual civil suit and reduce the payout they’ll be on the hook for.
