I had to rewind this scene on my DVR to see what happened.  I originally thought that Cooper shot the attendant as well but a rewind makes it fairly clear that he was shot by the perp.  First glance sure looked like Cooper shot him though.

Actually they DID expire but a new contract took their place.  It might have been signed at the last minute but there was a possibility that they wouldn't get a deal done so they give you notice.  Sounds like a good policy to me.
