Two hair pieces is HUGE and not possible to do en-masse. I'd say it's more likely to be done by a child themselves with extra pieces or for their parent to go on BrickLink and purchase extra female heads (which would lead to some additional complaints since the female heads are distinguished mostly by make-up).

Exchangable heads would be an easy way of helping this problem. You wouldn't even have to vary hair styles too much (different molds, more money) and not encounter the problem with hairless helmets/headpieces.

Drug dealing, especially in a large city, means territory and gangs. Especially with how so many people who get started on vicodin and oxy are turning to heroin (cheaper than a six pack).
