I think blank leaderboards give a pretty clear indication that it's actually quite difficult.

I largely agree with you, but my issue is still going to be this:
Crucible was never intended to be a skill-based, mlg-style pvp. If you remove perks from weapons in pvp, you’re going to see the population drop off the map. A large population of players grind raids, gambit, armories for weapons with ideal pvp loadouts.
Outside the “fun police” mentality that Bungie is getting feedback for. It should be noted that while on the surface this seems just as a single pain point this is not the first time which is the bigger problem. I know it seems fun to blaze through everything with broken weapons but in the same vein as that cringy twitter post about cheating yourself, it really is more fun to overcome a tougher obstacle with your friends than steamroll through it a hundred times.
People don’t steamroll the through content until after they get used to the encounter which is how it should be.
It’s not fun to have progressed and to have that progress taken away from you artificially.
Their game design seems to trend to being the “fun police.” They’ve got a very narrow vision of their game and anything that falls outside of that is removed regardless of how much fun it is.
