In a Tina Fey show, that might very well be what happened. For me her light-but-fair handling of heavy issues in a comedy setting is almost always spot on. She and her writers get to the truth of such matters in ways that are unorthodox but effective.
This is also a crew that thought "autotune the news" was a current-enough gag to use in the theme song. (Which, I admit, rules… just sayin.)
I'd encourage anyone - caucasian, Vietnamese, or otherwise - who thinks Dong is an unrealistic stereotype to spend some time in NYC, especially SoHo/Chinatown. First-generation Asians exist, and they do pronounce English words with an accent. This does not make them un-persons.
