The key words are MINIMAL INTRUSION. They detained her for 90 min and then let her go anyway without her showing ID. They clearly knew she was an US citizen. They just wanted to do what authoritarians do; control other people. 

She was detained for 90 minutes. She was also released without giving the ID.

Were they on the border? No, they were not.

And as an American not committing a crime, she has the right not to be harassed.
