Nope. My understanding is that they just got the prior mod (Morroblivion) knocked off of Nexus or something for breaking their ToS. You're not allowed to lift their assets from one game and use them in another, which I'd say is a fair enough request. This game is using entirely new assets made in Morrowind's style

If you compare their four titles (Crusader Kings, Europa, Victoria, and Hearts of Iron), you'll see that one of these is not like the others. That one being Crusader Kings 2. Since you play a person, it's an entirely different set of mechanics and considerations than playing the abstracted soul of a nation.

I'd actually argue that it was DA:O that was the spiritual successor. Obviously it's not futuristic at all, but it's far more traditionally RPG than Mass Effect was... and KotOR was a very traditional RPG. Mass Effect was more like Jade Empire.
