All those indie home brew developers will apply for and receive a developer signature. There is no approval process and it's instant. So assuming they're smart enough to just sign their apps, they won't trigger this prompt.

I think Apple recognizes that they can't cut off third-party app installation on the Mac. But the developer signatures are a way to give consumers a bit of peace of mind.

Microsoft was a legal monopoly. Apple is not.
